Cooperation prospect between VAST and Japanese partners

Commissioned by the Prime Minister, Prof. Chau Van Minh, member of the Party Central Committee and president of the Vietnam Academy of Science and Technology (VAST), has led a VAST delegation to visit Japan International Cooperation Agency (JICA) and the Japan Science and Technology Agency (JST) from October 22nd to 26th 2012.

This is the first visit of VAST president to JST, a key organization that works for the implementation of science and technology policies in Japan, while promoting and supporting international cooperation in the field of science and technology study.
The VAST delegation also included Assoc. Prof. Ninh Khac Ban, head of the Department of International Cooperation; MA Nguyen Hoang Linh, head of Department on Japan at the Department of External Economy under the Ministry of Planning and Investment; and Dr. Dang Quang Hung from the Department of International Cooperation under VAST.
The working session between representatives from VAST and JST was a foundation for the two sides to exchange information and discuss issues of concern. Prof. Chau Van Minh, VAST president, introduced key science and technology programmes being carried out by VAST, especially the achievements of ODA projects in the field of water environment and space, as well as cooperation projects studying marine science and technology, biotechnology, materials science and lasers. Japanese partners also introduced international programmes that VAST would be interested in, such as the “e-ASIA Joint Research Program” and the “Science and Technology Research Partnership for Sustainable Development” (SATREP).

The two sides appreciated the achievements made by Japanese and Vietnamese scientists over the past time. Japanese partners also expressed their willingness to support proposed projects between VAST and Japanese partners, by non-refundable ODA sources from JST and JICA, as well as to encourage scientists from VAST to participate in JST’s international cooperation programmes.

Concluding the working visit to JST, on November 25th 2012, the delegation had a working session with JICA. Prof. Minh and JICA president Arakawa Hiroto assessed the achievements made by cooperation projects between the two sides.

For the project on enhancing the capacity of VAST in water environment protection, VAST received support from JICA in training human resources, providing research equipment and building process criteria related to the analysis and assessment of the water environment. Based on this, VAST established a Centre of Environment Technology in Ho Chi Minh City and the central city of Da Nang. With the project's success, VAST wants JICA to continue supporting the project in the third phrase.

Vietnam ensures progress in implementing the project on building the Vietnam Space Centre, including preparing ground to build the centre, making technical drawing design and cost estimation for the project, completing bid procedures, signing contracts with entrepreneurs, providing consultancy for the implementation of the contract to prepare ground for southern construction, and organizing training courses for management staff of the National Satellite Centre. VAST representatives also hoped that Japan would continue support to speed up the progress of this project.

VAST president also exchanged with JICA representatives on proposing the project enhancing the capacity of research and access, to build exploiting and processing technology and sustainably use rare land resources of Vietnam from 2011, and proposed JICA continue support and bring the project into the ODA donation programme for 2013. In addition, other projects such as proposals to the SATREP project and post-graduate training programme of VAST also received support from JICA.

During the working visit to Japan, the VAST delegation worked with Osaka University. Prof. Toshio Hirano, head of Osaka University and Prof. Kiyoshi Higashijima, deputy head of Osaka University, who received the delegation.

Representatives from Osaka University introduced fields for potential cooperation such as post-graduate training in materials science, ecology and biological resources, and common research projects in physics and marine biochemistry.

Prof. Chau Van Minh appreciated the results of cooperation among scientists from both sides and hoped for further cooperation in the future.

VAST and Osaka University pledged to implement agreements signed in the memoranda of understanding, including the proposal for the common research project using ODA non-refundable loans from Japan.

On October 26th, 2012, the VAST delegation led by its president left Tokyo for Vietnam, concluding the fine working visit with the organisation's potential Japanese partners.
