Seminar collects ideas for draft documents to the 12th National Party Congress


On October 19th, 2015, the Vietnam Academy of Science and Technology (VAST), the Standing Board of the Vietnam Fatherland Front (VFF) Central Committee, the Vietnam Academy of Social Sciences (VASS), the Vietnam Chamber of Commerce and Industry (VCCI) worked together to organise a seminar on contributing ideas to the draft documents to be submitted to the 12th National Party Congress.

Prof. Dr. Nguyen Thien Nhan, Politburo member, VFF President chaired the seminar. The attendants included Dr. Le Ba Ttrinh, VFF Vice President; Dr. Nguyen Quan, Party Central Committee member, Minister of Science and Technology; Professor and Academic Chau Van Minh, Party Central Committee member, VAST President; Prof. Dr. Nguyen Xuan Thang, Party Central Committee member, VASS President; Dr. Vu Tien Loc, VCCI President; together with representatives from relevant ministries, agencies, and scientists and enterprises.

The seminar aimed to collect ideas from different circles, mainly from scientists and entrepreneurs to clarify the application of science and technology in national economic development.

Prof.Dr. Nguyen Thien Nhan, Politburo member and VFF President suggested that the ideas should focus on clarifying different issues, from conducting basic research, acquiring foreign knowledge, carrying out research and application in accordance with practical needs, transferring technology, applying technology in business, promoting its efficiency in enterprises, and ultimately improving budget collection.

During the seminar, outstanding scientists and entrepreneurs, representatives from Party agencies and State management agencies provided presentations to have deep analysis over the factual situation, focusing on weaknesses, reasons and lessons in reality in scientific and technological development for national development, while contributing ideas to the contents relating to the orientations for scientific and technological development in the years to come.

Addressing the seminar, Minister of Science and Technology, Nguyen Quan said the ministry had identified that VAST was looking towards 3 contents, including towards the market, towards enterprises and towards efficiency.

Market-oriented science and technology means studying what the market needs. Together with it, socialist-oriented science and technology is a principle for scientists to further promote their brainpower. Scientists who make great contribution to national development must enjoy great benefit.

Science and technology towards enterprises and for enterprises is the focus of scientific and technological market. They are also a main source of capital for the area. Apart from the State budget, it is necessary to mobilise the participation of enterprises, thus raising enterprises’ sense of responsibility in investing in science and technology.

Admitting that enterprises have not been enthusiastic with scientific and technological development, Minister Quan said that due to a lack of information, enterprises do not know what applications are made by domestic scientists and whether the applications are of good enough quality; therefore, they often buy technology from foreign countries. Furthermore, as they do not reserve a source of revenue, small- and medium-sized enterprises have not invested in science and technology. Complex and inflexible procedures do not encourage enterprises to be eager to set up funds for science and technology investment.

Minister Quan stressed that the deeper and deeper the country integrates into the world, especially its joining of the Trans-Pacific Partnership (TPP), the more and more the country should invest in science and technology. The investment should be considered a national policy. Ministries, sectors, localities and enterprises should change their viewpoints to look towards long-term and sustainable interests.

Concluding the seminar, VFF President Nguyen Thien Nhan affirmed that Vietnam’s ability and intellect always shines through during different periods of time, and that scientific and technological achievements that different generations of Vietnamese scientists are very important. Every piece of creative research desires to be devoted to the progress of the country. Therefore, he said he respected devoted ideas from delegates, confirming that he would receive the ideas to complete the draft documents to the 12th National Party Congress, in order to satisfy the aspiration from the circle of scientists, enterprises and people.
