Increasing cooperation with Japanese and Russian Federation partners

From September 12-18, 2016, Prof. Chau Van Minh, Party Central Committee member and President of the Vietnam Academy of Science and Technology (VAST), led a working delegation from VAST and the Ministry of Planning and Investment to work with partners in Japan and the Russian Federation.

Over the past years, VAST has conducted diverse cooperation programs in research, application and training with Japanese partners such as the Japan Aerospace Exploration Agency (JAXA), the National Institute of Advanced Industrial Science and Technology (AIST), the University of Osaka and the Japan Society for the Promotion of Science (JSPS); and cooperated to carry out the Vietnam Space Centre at the Hoa Lac hi-tech zone with official development assistance (ODA) funding from the Japanese Government.

In realization of the Prime Minister’s direction, VAST worked with the Ministry of Planning and Investment to mobilize ODA for the proposed project “Vietnam – Japan advanced technological centre” using ODA funding from Japan.

During meetings with the Japanese Ministry of Economy, Trade and Industry (METI) and the Ministry of Japanese Foreign Affairs, the two sides appreciated the scientific and technological cooperation between VAST and Japanese partners, especially in space technology. Japan will continue to support cooperation programs between VAST and Japanese partners, not only in radar satellite but also optical satellite in the future. Relating to the proposal to establish the “Vietnam – Japan advanced technology centre” from VAST, METI Deputy Minister Toshinao Nakagawa said that METI will work with relevant Japanese agencies, groups and companies to discuss essential contents to the Vietnam – Japan advanced technological centre for mutual benefit, seeking ways to provide financial assistance for VAST in building up the pre-feasibility project for ODA funding request.

During their working time in Japan, the delegation visited AIST to assess what had been done over the past time, and give proposals on cooperation activities in science and technology in the future, especially technological issues relating to the project “Vietnam – Japan advanced technological centre”.

The delegation left Japan on September 15, 2016 for the Far Eastern Branch of the Russian Academy of Sciences (FEBRAS). FEBRAS Standing Vice President, Academic Andrey Adrianov and Presidents of FEBRAS institutes received the delegation. After handing over the signed document on bilateral cooperation programs between VAST and FEBRAS in 2017 and 2018, representatives from bilateral projects in 2015 and 2016 presented the progress of the projects and the following proposals. Academic Chau Van Minh and Academic Andrey Adrianov praised what had been done, and expressed their hope that the results would contribute to boost scientific and socio-economic development in Vietnam and the Russian Federation. During their working time with FEBRAS, Academic Chau Van Minh and VAST delegation members worked with the Institute of Marine Biology, the Pacific Institute of Bio-Organic Chemistry and the Pacific Institute of Oceanography to discuss cooperation issues in the future, especially the implementation of the 5th maritime survey with the ship “Akademik OPARIN” by late 2016.

The delegation arrived in Hanoi on September 18, 2016, wrapping up a successful working visit to Japan and the Russian Federation.
