On October 18, 2016, the Vietnam Academy of Science and Technology (VAST) and the Ministry of Home Affairs held a ceremony to announce and present the Prime Minister’s decision to appoint Prof. Dr. Phan Ngoc Minh, Head of the Planning and Finance Department, as Vice President of VAST.
Attendants from VAST were Professor and Academic Chau Van Minh, Party Central Committee member, Secretary of the VAST Party Committee and VAST President; Prof. Dr.Sc. Nguyen Dinh Cong, Assoc. Prof. Dr. Phan Van Kiem, VAST Vice President; members of the VAST Standing Party Committee; President and Vice President of VAST Trade Union; Secretary of the VAST Ho Chi Minh Communist Youth Union, and leaders from VAST agencies.
Leaders from central agencies attending the ceremony included Nguyen Duy Thang, Deputy Minister of Home Affairs; Bui Nhat Quang, Party Central Committee alternate member and VAST Vice President; those coming from the Party Central Committee Commission on Organization, the Central Agencies Bloc Party Committee, the Office of the Party Central Committee, the Ministry of Science and Technology, and the Ministry of Public Security.
During the solemn atmosphere of the ceremony, Nguyen Duy Thang, Deputy Minister of Home Affairs, announced Decision 1881/QD-TTg dated September 29, 2016 of the Prime Minister appointing Prof. Dr. Phan Ngoc Minh, Head of the Planning and Finance Department, to the time-limit position as VAST Vice President.

During the ceremony, VAST President Chau Van Minh congratulated Phan Ngoc Minh for being appointed as VAST Vice President and receiving high trust from VAST, as well as the trust from the Prime Minister, VAST Standing Party Committee and VAST leaders. He appreciated the contributions by Phan Ngoc Minh throughout his working time, expressing his belief that he would continue to promote his high sense of responsibility and contribute a wide range of new inventions for the development of VAST, and build up VAST into a continuously developed agency which can realise well the missions assigned by the Party and Government.

Expressing his honour at receiving the new mission, Phan Ngoc Minh sent his deep thanks to the Prime Minister, the Government Party Committee, the Ministry of Home Affairs, the Party Central Committee Commission on Inspection, the Central Agencies Bloc Party Committee, the Party Central Committee Commission on Inspection, the central Party agencies, the Office of the Government, and other agencies for making conditions for him at work and assigning this important task to him.
He also sent his thanks to VAST Board of Leaders, especially President Chau Van Minh, for training him and making condition for him to practice and receive the honour to be VAST Vice President; and thanks to the VAST Standing Party Committee and VAST Executive Party Committee, as well as key leaders from the Planning and Finance Department, the Institute of Materials Sciences, the Graduate University of Science and Technology, the Centre for High Technology Development and other agencies for supporting him, collaborating with him and assisting him over the past time.

On his new position, the newly-appointed VAST Vice President expressed his determination to strive more, continue to do his utmost to contribute his strength and intellect to the development of VAST; do well assigned tasks; join hands with VAST Board of Leaders, the VAST Standing Party Committee and the VAST Executive Party Committee to build up an united, renewal and creative collective; and lead the VAST to deserve to be a leading agency of the country in scientific research and technological development.
Concluding the ceremony, newly-appointed VAST Vice President Phan Ngoc Minh received congratulations from VAST leaders, agencies and delegates.
