Goal and objectives of the project

Evaluate solutions to environmetal protection of the Project to give recommendations to Government about sinking implementation capacity.

Main results
  • Reevaluate: Legal features; Conformity with: ecosystem at sinking location; sinking materials, sinking location, modeling on the dredging, sinking materials transmissions.
  • Recommendations were given to investor, MONRE, branches and localities and Government to select the solutions which is used to handle sinking materials to limit affects to the ecosystem, production and business operations.

Novelty and actuality and scientific meaningfulness of the results

Vinh Tan 1 BOT Coal fired Power Plant Project which located at Vinh Tan Thermal Power Center is one of the largest infrastructure programmers, listed within Vietnam Power Development Plan for the period 2011-2020 with the vision to 2030 approved by the Prime Minister under Decision No. 428/QĐ-TTg dated March 18th 2016. To operate the Plant, Vinh Tan 1 Power Company Limited has submitted an application for a permit for sinking at sea to the MONRE. Appraisal council for Application was formed. Based on appraisal results and environmental protection solutions, Permit for Sinking at sea No. 1517/GP-BTNMT was given to Vinh Tan 1 Thermal Power Plant , which allowed Vinh Tan 1 Thermal Power Plant to dredge and sink materials in maritime channels, lagoon, pre-sea area. There was a flip side where some see restrictions because of fears of sinking and dredging could have a negative impact on the marine environment, particularly on the Hon Cau and Breda
With these different opinions, the Prime Minister directed Vietnam Academy Science and Technology to coordinate with the scientific agencies to thoroughly evaluate environmental impact, solutions for environmental protection on sinking materials from maritime channels, lagoon, pre-sea area of Vinh Tan 1 Power Company Limited under Official Letter No. 7732/VPCP-KGVX dated July 24th 2017 of Government Office and Official Letter No. 8070/VPCP-KGVX dated August 02nd 2017 of Government Office.
Thus, Board of Professors was formed, engaging with Vietnam Environment Administration, Vietnam Administration of Sea and Island and intenational Professors to evaluate solutions to environmetal protection on the sinking activities of the Plant.
